This book is designed to lay the groundwork for more technical sanitary engineering courses in the principles, theory, and design of waste-water treatment works; to prepare the student of water resources engineering for subsequent study of the economic, technological, political, legal and institutional aspects of water resources management; and to give students, practicing engineers, and general readers a clear concept of the problems of quality arising from man's beneficial use of water. Thus the reader is given a basis for judging the relationship between national objectives of water quality and our technological ability to achieve them under current concepts of economics.

R H. McGauhey is Director of the Sanitary Engineering Research Laboratory and Professor of Sanitary and Public Health Engineering at the University of California, Berkeley. He was educated in the hydraulic and sanitary engineering specialty areas of civil engineering at Oregon State University, Virginia Polytechnic Institute, and the University of Wisconsin. He began his teaching career in 1927 at VPI and in 1950 became Head of the Department of Civil Engineering at that institution. In 1951 he joined the staff of the University of California where he subsequently served as Chairman of the Division of Hydraulic and Sanitary Engineering and of the Department of Civil Engineering. His extensive research in ground water recharge, water reclamation, travel of pollution, solid wastes management, and economic evaluation of water, together with a long record of teaching and consulting in the field of water resources and environmental engineering, led to preparation of this book.
