Europe is going through a transformation process. It is at present in an "interim period" in which the old patterns of international order no longer apply and where the shape of the new order has not yet been clearly defined. In this transitional period politicians have adopted a balance of power tactic. A response to the pressing queries of modem society however cannot be found in this manner. It is nevertheless our task to define the political agenda for Europe in the nineties. The second International Bertelsmann Forum, which brought together leaders from politics, industry, science, the arts and the media, set itself the task of examining viable strategies and options for the future of Europe. The results have been published in this book containing articles by Helmut Kohl, Leonid Krawtschuk, Felipe González, Carl Bildt, Hanna Suchocka, Malcolm Rifkind, Alain Lamassoure, Klaus Kinkel and Eberhard von Koerber.
