served in the Air Ministry and the Foreign Office; then
became lecturer at Wadham College, Oxford, Leverhulme
Research Fellow, and visiting Professor at Columbia
University, New York, and Grinnell College, Iowa. Since
1950, he has been Professor at the College of Europe,
