Russell Earle Foerster was born in Neepawa, Manitoba, in 1899. He studied fisheries biology at the universities of British Columbia and Toronto and obtained his Ph.D. from the latter in 1924. He joined the Biological Board of Canada (now the Fisheries Research Board of Canada) in 1924 and was in charge of sockeye salmon research on the Fraser River until 1938. During those years, he developed the countingfence techniques which became the basis of salmon research throughout the world and which have provided much of the data for this treatise. For three years he served with the International Pacific Salmon Fisheries Commission. From 1940 to 1950 he was Director of the Fisheries Research Board of Canada Nanaimo Biological Station. He retired in 1962, and is still widely referred to as "Mr. Sockeye Salmon." He has published more than 85 scientific papers, which are widely recognized for brilliance, thoroughness, and accuracy.
