Welfare in America
is an aiialvtical and challenging examination of public and private welfare instrumentalities and the techniques employed by them. It ranges over the entire field of these socially oriented organizations, examines them critically but objectively, and puts the structure of welfare in a perspective which has long been needed.
The focus is on currcnt public policies in such areas as tax-supported programs of monetary aid and social service, the financing of community welfare agencies through contributed dollars and other means, and the education and characteristics of social workers and their adequacy to perform the tasks they have assigned themselves.
"The American pattern in social welfare has come to consist of cash payments and various services; these are sometimes still given by one individual to another, but typically they are part of public assistance programs, social insurance programs, and programs of voluntary agencies of many kinds," says the author. He shows how this pattern developed in the twentieth century and provides a thorough analysis of what ''social welfare" is and is not.
Community leaders and others who have followed with interest and growing alarm the often heated conflict between the giant national health agencies and the united funds will find a special interest in this account. Voluntary welfare, Mr. Bornet declares, is be-(Continued on back flcif))
ing subjected to new methods and new masters, and the same businessmen wlio decry the extension of federal activity in the welfare field seem determined also to snuff out the independence of the agencies that live off contributed dollars.
The whole subject is approached from a humanitarian point of view, "but," warns the author, "new programs of social service need to be balanced and assessed as carefully in a day of giant defense expenditures as in a time of minimum peacetime outlays. It is no argument for expanding welfare services to assert that the nation 'ought to be able to afford' it. Not everything can be done at once. And some things should never be done."
The Author
Vaughn Davis Bornet is a member of the staff of the RAND Corporation, a nonprofit research organization. He is a graduate of Emory University, where he earned two degrees, and Stanford University, where he received the Ph.D. He is also the author of California Social Welfare: Legislation, Financing, Services, Statistics (1956) and many articles on historical as well as social subjects.
